Earlier I was running into the out of sync error. I tried destroying that
project and used the -data option of eclipse to specify a different
workspace location and never got the build to function after that.

I'm now thinking of starting over and trying this whole exercise again.

Which build of Eclipse is everyone using (along with what CDT?)

Maybe I am missing something, but "out of sync" means for me: I just have
to do a refresh for the project. Then, everything should work fine again.
But maybe you meant sth else...?
