For add new compiler (toolchain) you can read "CDT Plug-in Developer Guide > Programmer's Guide" at "http_//help.eclipse.org/indigo/index.jsp?topic=/org.eclipse.cdt.doc.isv/guide/mbs/extensibilityGuide/Managed_Build_Extensibility.html" (replace underscore with Smile

In the point 6 have a tutorial to add a new toolchain. The process is for "managed build"
