I am a newbie to this newsgroup although I have been using Eclipse
Equinox for a long time so forgive me if this question has been asked
and answered many times. I did a search and could not find anything
either in here, or on the wiki.

I have been using 3.3M3 for a while and have found a couple of issues,
mainly with Declarative Services and wanted to upgrade to a later
version but I am reluctant to spend the time unless I know that the
issues I have found have been addressed. I am therefore looking for
release notes for each release that describe the changes made, with
links to bug reports if available.

Unfortunately, I cannot find this information anywhere, I even
downloaded the SDK to see if it was in the ZIP file to no avail.

Is this information available anywhere or am I wasting my time looking ?

Wait a couple of days. Eclipse 3.3 is due out on Friday, which will be the stable version going forward. You can then determine whether or not that addresses the issues you've found, and if not, raise a bug.
