Where do I find the javafamily example plugin refered at New and Eclipse
3.0 M3 Noteworthy document?

It's inside the "eclipse-examples-3.0M3-xxx.xxx" download and can be enabled
after installing the eclipse examples. As an alternative it can also be
downloaded from the Eclipse CVS online server.

Preferences -> Java -> Work In Progress -> Refactoring -> [x] Enable

You don't have to enable it. Once it's installed it is enabled. What you
have to enable are the refactoring participants (see Valentino's answer).
