OSEE 0.4.0 RC 1 was planned to be released on 08/15/08. However, a
performance issue and several bugs were discovered in that release
candidate, so
we decided not to it. Those issues have now been resolved and the final
0.4.0 release has been posted to eclipse.org.

Ryan Brooks
