Hello Cippo,

The Eclipse Update Manager has some ability to resolve dependencies,
and much of this is being exploited as part of the 3.2 "Callisto"
simultaneous release.

I do agree, that much remains to be done e.g. browsing remote
plugin repositories like linux packagers (yum, apt, ...) do.
