Are there any plans for FanRouter or ShortestPathConnectionRouter in Graphiti?

Currently not. There were plans to implement improvements in layouting, but
they were cancelled due to lack of time (see
https://bugs.eclipse.org/bugs/show_bug.cgi?id=352093).

An alternative that is currently possible would the usage of external layout
APIs, e.g. the one provided by GEF or the KIELER project
(http://trac.rtsys.informatik.uni-kiel.de/trac/kieler/wiki).
