The main problem is : The new company policy is deny the downloading from the internet.

I would like to ensure the internal mirror where the developers can update the plugins.

Hello,

You have to mirror the repositories and make them available from an
internal server.

The P2 Mirror Application [1] or the B3 Aggregator [2] can be used to
mirror the update sites. You can then simply serve them statically from
an internal web server.

Then you have to think how to replace the external update site URLs
with your internal ones. In our case, we assemble an own Eclipse
distribution and we use a configuration plugin containing some
touchpoint instructions to add our own update site.
