Can't download WTP 3.2 [message #742288]

hi, i am using eclipse helios 3.6.1
and i was having WTP 3.1 (WTP,SDK,Test)
and i want to upgrade to WTP 3.2
so i tried this update site:

http://download.eclipse.org/webtools/repository/helios

but on 36% it gives me following error:

An error occurred while collecting items to be installed
session context was:(profile=epp.package.jee, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
Unable to read repository at http://archive.eclipse.org/webtools/downloads/drops/R3.2.2/R-3.2.2-20100915173744/repository/plugins/org.eclipse.jst.j2ee.tests_1.1.402.v201009010400.jar.
Read timed out

my internet connection is very good, and i tried more than once, and still getting same error, please advise.

1- should i remove old plugin first, if so please tell me how ?
2- is there's a way to download the plugin without eclipse then install it.
