The creation tool is used when you want a mode. A mode compeletely changes
the way the mouse functions. The is the traditional way that diagram
editors work.

A template entry is used when you want a draggable item. Selecting it does
not change the mode. This is the way Visio works.

There is a combined entry supporting both techniques/ This is the way
Visual Studio works. It is very confusing, since there is nothing else in
Windows that behaves like that. Oh well.
