CVS team support works fine for me in 2.1.1.

Also, it sounds like you are seeing the Team menu for a resource which
is not shared in a CVS repository. Are you sure that the project in
question is shared? If not, right-click on the project, Team > Share
Project...

Which version did you use before? I remember somewhere in the past the
persistence mechanism for team information changed...

Just doing a "Share project..." and using the existing CVS information
should give the team functionality back, anyway.
