It was intentionally designed to continue even after the failure of a
verification hook. The reason was that it would give a test case a chance
to tear down the environment that it setup. Tearing down the environment
will ensure that subsequent test cases wouldn't fail as a result of the
footprint left behind by the failed test case.
I can see that your use case is valid too. There is an enhancement open
that will allow users to specify test case invocations whose failure will
result in the interruption of the test suite's execution:
