I'm at the beginning of the learning curve and have a very fundermental question.

I would like to make an app that can create a form on a PC then be able to load that form onto a tablet so that data can be entered into it.

I think I need to create two apps, one for the PC to create the form and one for the tablet so it can be filled out.

Can this be all be done through Eclipse or do I need separate SDKs, etc., to achieve this. Or am I completely out in left field, (hopefully not).

Thanks,

You can construct just about any kind of Java program using Eclipse. So,
yes, you can use Eclipse to develop two programs as you described. The
architecture of such a system is a much interesting and involved topic,
however; and one that isn't really related to Eclipse per se.
