Afaik Eclipse does not provide j2me development environment 'officially', so
there is no new j2me features in Eclipse 3.1. There is a 3rd party extension
called EclipseME (http://eclipseme.org/), which can use for developing j2me
applications.

The J2ME Polish documentation has an 'Integrating J2ME Polish into Eclipse'
section in the installation guide.
