Can anybody use fragments-of-fragments? [message #715022]

There are many fragment bundles in Babel which have other fragments as hosts (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=313310). However, it seems to be impossible to run any launch configuration containing them. Is this wrong? Can anybody use these fragments?
