can't see SWT in the palette? [message #75684]

My question is: Do I have a missing menu (such as SWT components
perhaps?).

My firsth install was Eclipse 3.1 then I thought that perhaps the version
needed to display SWT components perhaps needed 3.0.1
So I did all the installation back with the 3.0.1 version but still can't
see SWT menu.

Can anyone let me know if I am missing a menu or whether there are no such
thing called SWT components....
