First of all, I'd suggest that questions like this might be best directed at
QNX
and their product newsgroups.

Second, it is possible, but you would need to have the appropriate
toolchain,
libraries, headers etc which would mean purchasing the SDK from QNX. For
the vice versa, the same is true.

CDT is an platform/host agnostic development environment tool

Nothing in the CDT proper prohibits this. What it comes down to is the
tools that get integrated with the CDT that make this happen.

From a build perspective, if you specify cross platform development in a
makefile, then you can use the Standard Make project to build it.

I'm not as much of an expert on the debug side of things but I am aware of
gdbserver support there.
