The DTP modelbase plugins, as included in the BIRT N20060530 build, are
indeed incomplete. The BIRT build should not have included these DTP
modelbase plugins in the first place.
They are no longer included since the BIRT 20060602 build.
A work-around is to manually remove all the DTP modelbase plugins from
your installation, since they are not used by BIRT.
Or, if you want to get the complete DTP plugins, download the version
distributed by DTP download page or the Callisto update site.
