Given that WindowBuilder is included in Indigo, did the IP review go through? Is it licensed under EPL?

I'm eager to start using it on a large scale within my organization, but this is a showstopper for us.

The fact that WindowBuilder was included in Indigo actually answers both of your questions Wink

Passing the IP review and EPL licensing were both requirements.

WindowBuilder has actually been EPL licensed since last December when it was contributed to Eclipse by Google.
