Site of project is a good start point (http://www.eclipse.org/epf/).
Look in proposal too (http://www.eclipse.org/proposals/beacon/)

Hi,

BUP content and tool bits -- as part of the recently created EPF project --
are going through the Eclipse process for approval and should be available
soon.
As a reminder, it will become available in the current state as donated by
IBM. We expect to have this community and the other companies involved in
this project contributing to create release 1.0 for Q3/2006, as posted in
the project website (www.eclipse.org/epf).

Also, I'd like to take this opportunity to say that there is a newsgroup for
EPF questions and announcements ready for this community to use:
news://news.eclipse.org/eclipse.technology.epf
