Was Java installed on your machine before you installed Eclipse? If you
did not have Java 2 on your machine before you installed Eclipse, then you
will not see Java in the preferences list.

How do you "launch window preferences" and what are you trying to do?
To edit preferences: Window > Preferences > Java

Hopefully you didn't download the "Eclipse Runtime binary" from the web.
This doesn't contain any java tools, it's just the generic stuff. You
want the Eclipse SDK.
