create.product fails with missing package from rt.jar [message #694414]

I'm performing a create.product action which fails with this result:

[ant] Missing requirement: XML Binding for Java 2.2.0.v201005080402 (javax.xml.bind 2.2.0.v201005080402) requires 'package javax.activation [1.1.0,1.2.0)' but it could not be found

This action worked previously, until javax.xml.bind was added as a plugin dependency. The workspace builds fine, but the now the create.product fails as indicated. This is quite strange, because the javax.activation package is found in rt.jar which is just a standard part of Java.

Presumably I'm supposed to add some other dependency somewhere, but what, and where??
