I've been using Mylyn 3.1.1 in Eclipse 3.4, but today after I had to kill
Eclipse (running on Win XP), the focus on active task button in the
package explorer is disabled. Also, in the package explorer menu, the same
option there is disabled. I have tried reinstalling the Focused UI,
Eclipse IDE, and Java Development features, but the button stays disabled.
Strangely enough, the same button for Java source is active, though it
doesn't collapse any source elements upon clicking.
Is there anything else I can do to get this button back? I do miss it...

would seem to me to be a requirement? the context is held by the active task?
maybe you had one active and did not remember and when your workspace crashed
it came up with all tasks disabled?
