eclipse.exe and exclipse.ini not generated when exporting product [message #687641]

Using Eclipse Indigo release (Build id: 20110615-0604), when using the
Eclipse Product Export Wizard, it is not putting the Eclipse.exe or
Eclipse.ini files into the export directory, all the other files appear
to be correct. No errors are logged during the export. Is this a bug?
If not how do you execute the product?
