what is the difference between PageBookView and Normal view? when do we use PageBookView and Normal View?

I didn't even know a PageBookView existed, excellent question! So
a quick Google reveals that the Eclipse help documentation describes
a PageBookView:

"PageBookViews provide an IPageSite for each of their pages."

So at least on that simple level, it has one site per page while
normal views (as far as I've seen) have one per.

All I want to know is, with such a rich programming API why are
web developers still re-inventing the CSS/JS approach.

For a PageBookView, an active part (typically an editor) can provide a
"page" to show when that part is active, for example the Outline and
Properties views. Normal views build a single UI themselves and only
ever show those controls.
