I have it worked just yesterday. Are you able to create BIRT projects,
BIRT reports? Is BIRT designer accessible for you?
What Eclipse version are you using? Have you installed all plugins?

You have to provide more details if you want somebody help you.

The install instructions from the BIRT site should work with the
exception that you'll need to move the stuff from the
birt-report-framework into the correct eclipse directory.

I did run into one issue that you might want to check on. When you
unzip the emf-sdo-runtime, it'll ask you if you want to overwrite
epl-v10.html and notice.html. Say YES. I wasted a couple of hours not
getting BIRT to show up when I just manually copied the contents of
plugins and features.

If anyone knows the reason for this, I'd be glad to hear it. I suspect
it's a license thing with the EMF, but in an HTML file...?
