I've searched the up front Eclipse pages and done a Search for
'repository' but don't see anything very relevant. Is there a shared
repository definition or similar somewhere for Eclipse tools development?

There is not yet such a repository. There is a new project proposal,
with its own newsgroup, that proposes to work on this:

http://www.eclipse.org/proposals/eclipse-almiff/index.html

Please direct further discussion to the eclipse.technology.almiff newsgroup.
