Steve,
You may be running into a problem using WinZip. Try 7-zip. WinZip has
known problems unzipping Eclipse distributions because of path lengths.

This happens when unzipping Eclipse. What about other distributions?
Have you downloaded anything else (JRE, etc.) and unzipped it
successfully? You're not out of diskspace or something like that?
Are you attempting to unzip Eclipse in the root of C:? On Windows XP,
that would be the best place for it.
It's been a few years since I installed or used Eclipse under Windows
XP, but I don't remember any other trouble except for the path length.
