When I run "Help" > "Check for Updates" I can see that there is an update available, but it can't be installed:

Cannot complete the install because of a conflicting dependency.

epp.package.rcp.executable.win32.win32.x86_64 1.3.2.20110301-1807
epp.package.rcp.executable.win32.win32.x86_64 1.3.2.20110218-0812

Not sure if related to your case, but there's been some similar cases
discussed in bug 339659 [1]. I haven't read it close enough to know what
the actual problem is, but seemed what helped some people was to run as
Eclipse (for the update) as "root" (Administrator) so they'd have the
right permissions for a "shared installed".

If that helps you, or doesn't, you might document your experiences in
that bug ... or, open a new one, if doesn't help, and you have some new
case.

I do indeed have a "shared installation" (I like to keep user-installed plugins separate), and the update does work when I run Eclipse as administrator. Thanks!
