I am the one who submitted the idea ... here is the Eclipse GSoC 2011 wiki page and the original EMF group message. Unfortunately, even the post that brought GSoC 2011 to my attention may have been already too late for the submission deadline, though I have not verified this ...
All the relevant links I could think of are on the Eclipse GSoC Page. Validating the idea itself with e.g. CXF team (see CXF developers list link) would be useful, and you could probably get more pointers/direction from them.
Note that SDO databinding for CXF has been just recently implemented (also as part of GSoC), so this could be a good path to follow. (And I think Tuscany SDO - the one supported by CXF - uses EMF under the covers ...)
