Yes, this bit can be a little confusing. Are you trying to do it on your
own or have you followed a tutorial like the excellent one here:

Skipping through your guide you pointed me to looks alot like the information I have been following. (Section 2) I will spend more time with it to night and if all else fails I will install it from my PC and follow yours step to step.

Other things I have thought of trying is
Run eclipse as Administrator or just the SDK installer.
I had already tried to disable my Virus software

Other information that my help you help me
Windows 7 x64
I'm a noob with Eclipse Very Happy
I'm a novice program Rolling Eyes

That's actually not mine, but the one I followed very successfully
(though I had my problems too). For my experience, which contains lots
of step-by-step notes about what I did following that tutorial, see

I had the same problem. It seems to be an issue if you launch AVD manager from inside Eclipse. It worked fine when I started it from program-files. My OS is Windows 7.

I had the same problem and it was due to not running android sdk manager as admin in windows. Right click the program and Run as Administrator

It's your development hardware, for heaven's sake: stop installing stuff
where you can't use it. This stuff doesn't have to go under C:\Program
Files, etc. as if you were a casual Windows consumer. Put it on "real"
development paths you have access to.
