Not currently. I have two suggestions, though. First, you might consider documenting a detailed "what you are trying to accomplish" use-case in a bugzilla feature request. Second, you might check out the snippets view. There you can define snippets that are sensitive to "content type" of the file. The only "built in" content types would be for things like xml, jsp, and I think there's one for 'ant' build files .... but if you were providing your own plugin, you could define your own content type based root element (and perhaps a dtd or schema).
[I should also add, the snippets view, the exact definition, etc., is subject to change, so may not
be compatible milestone to milestone ... we try, but not as certain as "released API"].
