I am using a FormPage which I set the setExpandHorizontal(true).
The body of the FormPage is using RowLayout with the factory swtDefaults() setting with type VERTICAL.

I expected the content width will expand to the size of the window when resizing, but it is not. It just stay at fix size for all the contents of the FormPage.body.

What do I miss?

I would expect that to work. There are working examples of FormPage in the CVS project org.eclipse.ui.forms.examples, for example SampleFormDialog and that resizes correctly.
