Hi Given,

Perhaps it's installed and you aren't seeing it. Are you able to open
the "Communications" perspective? Also...when you choose Help->About
Eclipse SDK->Plugin Details do you see the plugin with name "ECF Core
API" listed in the list?

If you are seeing these, but things don't work are you seeing any
errors. If so, what?

thank you for you time looking at this question.
I have seen both the communication perspective and plugin deatails. in plugin details list,the item about ECF signed red folk, but under the communication perspective it works well.
