Adrian,

Viewer currently scan all extensions of
"org.eclipse.help.internal.appserver" extension point and pick a default
one. If there no default one, it simply pick the 1st one.

Later this logic will be enhanced to only pick the tomcat app server since
we would like to make viewer running on tomcat rather than various other
app servers within eclipse designer.
