No VE class wizard [message #607938]

I just did a clean install of the files for the June 10 1.1M2 build.
I can open a file in the visual editor, but the class wizard is missing
from my menus.

There is no way to make a visual editor class :-(

This worked for me on my other computer. What can be wrong?
