Both boxes are running Win XP Pro service pack 2, eclipse 3.0.2, and JRE
1.5.0_02-b09. All apps run fine, they just can not be debugged.
Does anyone have any ideas what I have missed?

You need to use a JDK. The JRE doesn't include the libraries for
establishing the debug connection.
