Sounds like your firewall is getting in the way of the local connection?

localhost. I have disabled the SP2 firewall, although I wouldn't think it
should have anything to do with it. The other box (the laptop) has the
same firewall configuration as the desktop (and it works!).

You need to use a JDK. The JRE doesn't include the libraries for
establishing the debug connection.
