How can I create a Web Project??? [message #57980]

I am using

Eclipse 3.1 M4 platform runtime
Eclipse 3.1 M4 JDT runtime
Eclipse WTP 1.0 M2
JBossIDE 1.4--------is it related?

I can create a new "Server" project, but there is not any choice for a Web project.
I have read some screenshot from web, it is something missing.

I found that I am missing JEM-runtime.
It is ok after I install that missing requirement.
