No "General/Capabilities" preference page in Helios Platform Runtime [message #568250]

I want to enable the Classic Update capability, which is supposed to be done through Preference/Capabilities. But I cannot find the page in Platform Runtime.
After installing Eclipse SDK plugin, the Capabilities page did show up. Still I am wondering if it is possible to enable the page without installing the sdk plugin, which is obviously of no use to me.
