After I've exported the CSV file for Keys (Shortcuts), how do I use the file to load the shortcuts to the Eclipse on a different machine? Thanks.

You use File>Export...>Preferences and File>Import...>Preferences to
move shortcuts between different workspaces in eclipse.

The Export(CSV) is there so you can generate an excel spreadsheet of
keybindings. It doesn't contain enough information to re-constitute them.
