Can't disable FastView bars [message #549028]

In my WorkbenchWindowAdvisor.preWindowOpen() I call getWindowConfigurer().setShowFastViewBars(false), but this doesn't prevent said bars from appearing as soon as a part is minimized. Is this a bug, or am I misunderstanding the API?

Also, I wonder if it is possible to prevent users from manually minimizing parts in the application?
