I am behind a non-authenticated proxy, Maven 2.2.1 works fine with the following settings.xml:

settings>
<localRepository>C:\.m2\repository</localRepository>
<proxies>
<proxy>
<id>main</id>
<active>true</active>
<protocol>http</protocol>
<host>primary-proxy</host>
<port>8080</port>
</proxy>
</proxies>
</settings>

Installed Galileo, and Maven M2E. Galileo proxy setting works fine, I can update and download packages.

On startup, Maven console complains:

Unable to update index for central|http://repo1.maven.org/maven2

The workspace/metadata/.log file shows:
