Accessing help causes network error (tcp_error) [message #515725]

Eclipse User

The following error occurs when I click on Help Contents. I am behind a
proxy and have set up the proxy in Window->General->Networking, I have set
it to manual and set 127.0.0.1 and localost to by pass proxy. eclipse
version is Galileo JEE

Network Error (tcp_error)

A communication error occurred: "Connection refused"
The Web Server may be down, too busy, or experiencing other problems
preventing it from responding to requests. You may wish to try again at a
later time.
