Can I assign some hotkey to html tags insert in editors?
For example - I want by Ctrl+Enter pressing insert <BR> in cursor place or Ctrl+1 insert <h1>...</h1> around selection ?

Ctrl+1 is already bound to Quick Fix/Quick Assist by convention but you should open feature requests for ideas like this.
