It seems that OSEE ATS out-of-the-box does not allow two teams to both be targetting the same version, because of a restriction on the number of relations on the team side.

Is this a fundamental ATS restriction, or can I change the relation to allow more than one team to be working toward the same version?

Yes, you can do this by configuring ATS teams with a common parent team.
