Initial bundles in eclipse [message #51638]

If i specify a osgi.bundles="..." property in the Eclipse properties file,
the bundles loaded from that specification have "initial@" added to their
file paths. This prevents the framework from being able to update the
bundles from that location. What is the reasoning behind this? Can it be
disabled?
