Are there any (plans to add) plugin/bundle refactoring support for splitting bundles?

The user could either select a set of packages/classes/resources manually or by some smart rules and tool would create 2 or more "equivalent" bundles with proper manifests, build properties.
Thanks in advance for any pointers or ideas..

- Refactor out a set of packages into a new plug-in, https://bugs.eclipse.org/bugs/show_bug.cgi?id=100470
