Usually this indicates that the jar hasn't been deployed to the
server. If it's not in the WEB-INF/lib folder of your Dynamic Web
Project, you might need to go to the project's Java EE Module
Dependencies property page (select Properties from the project's
context menu) and tell it to include the jar.
