I've read that Eclipse 3.1 ships with an OSGi R4 implementation. Does
this include the Declarative Services Specification? If not, are there
plans to add support for this spec, or does it fall under one of the
optional services that won't be implemented?

Like many osgi services, declarative service is optional.
However, it will will likely appear in the 3.2 timeframe in equinox.
