Build All and Build Project menus items are disabled! (3.1.0) [message #50092]

No this is how Eclipse works.
Incremental compilation occurs automatically by default.

If you wish to explicitly control when building occurs (by default it occurs
on the save of any resource),
turn off Project>Build Automatically
